Abstract

This reflective article aims to analyze the relationship between culture, tourism, and development, highlighting the role of cultural heritage as a strategic resource for promoting human, cultural, and economic development. Methodologically, the paper is based on a critical review of theoretical contributions, international policy documents—particularly those developed by UNESCO—and experiences related to cultural and tourism management. The essay examines how culture provides the foundation for numerous tourist attractions and how tourism, when managed sustainably, contributes to democratizing access to cultural assets, generating income, creating employment opportunities, and strengthening the orange economy. Furthermore, it emphasizes that transforming a cultural attraction into a competitive tourism product or destination requires the integration of high-quality cultural and tourism management practices supported by performance indicators that enable the evaluation of their effectiveness and sustainability. Finally, the paper concludes that Bolivia possesses extraordinary potential to become a tourism-oriented nation due to its rich cultural and heritage resources. However, significant structural challenges remain, particularly regarding accessibility, connectivity, and the integrated management of tourism destinations. Addressing these challenges is essential for positioning tourism as a key driver of sustainable development.
