From Brain to Territory: Metacognition, Learning, and Social Transformation for Resilient Community Strengthening

Abstract

This article analyzes the relationship between metacognition, social learning, and resilient community strengthening processes in response to the challenges posed by the climate crisis. Based on an integrative documentary review of recent scientific literature and technical documents related to neuroscience of learning, community resilience, risk management, climate adaptation, and climate justice, common elements were identified that help explain how individuals and communities develop capacities to transform their realities. The findings suggest that meaningful learning, metacognitive reflection, and collective knowledge construction are essential factors for strengthening community organization, promoting social participation, and fostering adaptive responses to vulnerability scenarios. The study also highlights experiences developed in Latin America, particularly in Bolivia, where participatory risk identification, community water management, and territorial planning have contributed to local resilience-building processes. Finally, a conceptual model is proposed linking individual learning processes with social learning, community organization, and collective action, arguing that understanding how the brain learns can enhance strategies aimed at social transformation and resilient community development.
